SENIOR SENATE PROPOSAL NO. 3

SP 3: SENIOR CITIZEN IDENTIFICATION CARDS.

UNDER EXISTING LAW, A SENIOR CITIZEN MAY APPLY TO THE DEPARTMENT OF MOTOR VEHICLES FOR A SENIOR CITIZEN IDENTIFICATION CARD, WHICH IS ISSUED FREE OF CHARGE.

THIS MEASURE WOULD MEMORIALIZE THE LEGISLATURE AND THE GOVERNOR TO ENACT LEGISLATION THAT WOULD REQUIRE THE DEPARTMENT TO NOTIFY SENIOR CITIZENS THAT IF THEY CHOOSE NOT TO RENEW THEIR DRIVERS’ LICENSES THEY MAY OBTAIN A SENIOR CITIZEN IDENTIFICATION CARD FREE OF CHARGE.

SP 3: RELATING TO SENIOR CITIZEN IDENTIFICATION CARDS

WHEREAS, CALIFORNIA LAW AUTHORIZES A SENIOR WHO SURRENDERS OR DOES NOT POSSESS A CURRENT DRIVER’S LICENSE TO APPLY TO THE DEPARTMENT OF MOTOR VEHICLES FOR, AND REQUIRES THE DEPARTMENT TO ISSUE UPON PROPER APPLICATION, AN IDENTIFICATION CARD BEARING THE NOTATION “SENIOR CITIZEN”; AND

WHEREAS, THESE SENIOR CITIZEN IDENTIFICATION CARDS ARE ISSUED FREE OF CHARGE; AND

WHEREAS, MANY CITIZENS IN THE STATE ARE UNAWARE THAT THEY MAY RECEIVE THE SENIOR CITIZEN IDENTIFICATION CARD FREE OF CHARGE; NOW, THEREFORE, BE IT

RESOLVED, BY THE SENIOR SENATE AND THE SENIOR ASSEMBLY, JOINTLY, THAT THE SENIOR LEGISLATURE OF THE STATE OF CALIFORNIA AT ITS 2006 REGULAR SESSION, A MAJORITY OF THE MEMBERS VOTING THEREFOR, HEREBY PROPOSES THAT THE DEPARTMENT OF MOTOR VEHICLES BE REQUIRED TO NOTIFY SENIORS THAT IF THEY CHOOSE NOT TO RENEW THEIR DRIVERS’ LICENSES THEY MAY OBTAIN A SENIOR CITIZEN IDENTIFICATION CARD FREE OF CHARGE; AND BE IT FURTHER

RESOLVED, THAT THE SENIOR LEGISLATURE OF THE STATE OF CALIFORNIA RESPECTFULLY MEMORIALIZES THE LEGISLATURE AND THE GOVERNOR OF THE STATE OF CALIFORNIA TO ENACT APPROPRIATE LEGISLATION THAT WOULD ADDRESS THE CONCERNS SET FORTH IN THIS MEASURE; AND BE IT FURTHER

RESOLVED, THAT A COPY OF THIS MEASURE BE TRANSMITTED TO THE SPEAKER OF THE ASSEMBLY, THE PRESIDENT PRO TEMPORE OF THE SENATE, AND THE GOVERNOR OF THE STATE OF CALIFORNIA.
