AP 13: CALIFORNIA SENIOR LEGISLATURE: CALIFORNIA SENIOR CITIZENS’ CLUB.

UNDER EXISTING LAW, FUNDS FOR THE CALIFORNIA SENIOR LEGISLATURE ARE ALLOCATED FROM THE CALIFORNIA FUND FOR SENIOR CITIZENS OR PRIVATE FUNDS THAT ARE DIRECTED TO THE LEGISLATURE FOR THE PURPOSE OF FUNDING ACTIVITIES OF THE CALIFORNIA SENIOR LEGISLATURE. UNDER EXISTING LAW, THE CALIFORNIA SENIOR LEGISLATURE CAN ACCEPT GIFTS OR GRANTS FROM ANY SOURCE, PUBLIC OR PRIVATE.

THIS MEASURE WOULD MEMORIALIZE THE LEGISLATURE AND THE GOVERNOR TO ENACT LEGISLATION THAT WOULD APPROPRIATE FUNDS TO THE CALIFORNIA SENIOR LEGISLATURE TO COVER ANTICIPATED STARTUP COSTS FOR THE ESTABLISHMENT OF THE CALIFORNIA SENIOR CITIZEN’S CLUB, A NONPROFIT ORGANIZATION THAT WILL, AMONG OTHER THINGS, HELP FINANCIALLY SUPPORT CALIFORNIA SENIOR LEGISLATURE CAUSES AND PROPOSALS IN THE FUTURE.

AP 13: RELATING TO THE CALIFORNIA SENIOR LEGISLATURE

WHEREAS, THE CALIFORNIA SENIOR LEGISLATURE’S FINANCIAL RECORDS INDICATE THAT AVERAGE EXPENDITURES HAVE INCREASED, AND CONTINUE TO RISE, WHILE APPROPRIATIONS AND REVENUE CONTINUE TO DECREASE; AND

WHEREAS, WHILE THE CALIFORNIA SENIOR LEGISLATURE CONTINUES TO TRY AND DEVELOP LOCAL SENIOR CITIZEN NETWORKS, SUPPORT CALIFORNIA SENIOR LEGISLATURE CAUSES, AND PARTICIPATE IN LOBBYING EFFORTS, THESE ACTIVITIES REQUIRE FINANCIAL ASSISTANCE; AND

WHEREAS, CALIFORNIA’S GROWING SENIOR CITIZEN POPULATION CREATES AN INCREASED NEED FOR SENIOR CITIZENS TO DEVELOP LOCAL AND STATEWIDE NETWORKS TO EXPLORE THE NEEDS OF THE SENIOR CITIZEN COMMUNITY, FREELY EXCHANGE OPINIONS AND IDEAS ON KEY ISSUES, COLLABORATE ON SOLUTIONS, PROVIDE UPDATED INFORMATION TO CALIFORNIA SENIOR LEGISLATURE MEMBERS, AND ADVOCATE FOR ISSUES RELEVANT TO SENIOR CITIZENS; AND

WHEREAS, ESTABLISHING THE CALIFORNIA SENIOR CITIZENS’ CLUB, A NONPROFIT ORGANIZATION, WOULD HELP ADDRESS THE NEEDS OF CALIFORNIA SENIOR CITIZENS BY CREATING A SEPARATE ORGANIZATION THAT WOULD BE AIMED AT TARGETING A LARGER POPULATION OF SENIOR CITIZENS, ATTRACTING MEMBERS THAT WANT TO BECOME ENGAGED IN INTERESTS OF SENIOR CITIZENS, AND COURTING POTENTIAL CONTRIBUTORS TO SENIOR CITIZEN PROJECTS AND PROGRAMS, INCLUDING THE CALIFORNIA SENIOR LEGISLATURE; AND

WHEREAS, THE CALIFORNIA SENIOR CITIZENS’ CLUB WILL ONLY REQUIRE AN APPROPRIATION FROM GENERAL FUND MONEYS TO COVER ANTICIPATED STARTUP COSTS INCURRED DURING ITS FIRST YEAR, APPROXIMATELY $305,000, AND WILL SEEK PRIVATE AND FEDERAL FUNDING THEREAFTER; NOW, THEREFORE, BE IT

RESOLVED, BY THE SENIOR ASSEMBLY AND THE SENIOR SENATE, JOINTLY, THAT THE SENIOR LEGISLATURE OF THE STATE OF CALIFORNIA AT ITS 2008 REGULAR SESSION, A MAJORITY OF THE MEMBERS VOTING THEREFOR, HEREBY PROPOSES THAT THE CALIFORNIA SENIOR LEGISLATURE BE APPROPRIATED FUNDS TO COVER ANTICIPATED STARTUP COSTS FOR THE ESTABLISHMENT OF THE CALIFORNIA SENIOR CITIZENS’ CLUB; AND BE IT FURTHER

RESOLVED, THAT THE SENIOR LEGISLATURE OF THE STATE OF CALIFORNIA RESPECTFULLY MEMORIALIZES THE LEGISLATURE AND THE GOVERNOR OF THE STATE OF CALIFORNIA TO ENACT APPROPRIATE LEGISLATION THAT WOULD ADDRESS THE CONCERNS SET FORTH IN THIS MEASURE; AND BE IT FURTHER

RESOLVED, THAT A COPY OF THIS MEASURE BE TRANSMITTED TO THE SPEAKER OF THE ASSEMBLY, THE PRESIDENT PRO TEMPORE OF THE SENATE, AND THE GOVERNOR OF THE STATE OF CALIFORNIA.
