LEGISLATIVE COUNSEL'S DIGEST

AP 9: PUBLIC TRANSPORTATION.

EXISTING LAW AUTHORIZES LOCAL AUTHORITIES TO REGULATE THE LOCATION OF STANDS ON STREETS AND HIGHWAYS FOR USE BY TAXICABS AND OTHER PUBLIC CARRIERS FOR HIRE IN THEIR RESPECTIVE JURISDICTIONS.

THIS MEASURE WOULD MEMORIALIZE THE LEGISLATURE AND THE GOVERNOR TO ENACT LEGISLATION THAT WOULD REQUIRE PUBLIC BUS TRANSPORTATION OPERATORS TO POST CURRENT BUS SCHEDULES, ROUTES, AND FARES AT EACH BUS STOP, AND REQUIRES THAT THE INFORMATION DISTRIBUTION BE FUNDED BY A CHARGE OF FIVE CENTS ON EACH TRANSIT FARE.

AP 9: RELATING TO PUBLIC TRANSPORTATION

WHEREAS, PUBLIC TRANSPORTATION BY BUS IS ENCOURAGED BY BOTH THE STATE AND CITIES AND COUNTIES OF THE STATE; AND

WHEREAS, INCREASED USE OF PUBLIC TRANSPORTATION BY BUS WILL REDUCE AIR POLLUTION IN CALIFORNIA BECAUSE TRANSPORTATION BY PERSONAL AUTOMOBILE WILL BE REDUCED; AND

WHEREAS, MANY CALIFORNIA RESIDENTS, INCLUDING SENIORS, MEMBERS OF THE WORKFORCE, AND STUDENTS RELY ON PUBLIC BUS TRANSPORTATION; AND

WHEREAS, MANY PUBLIC BUS TRANSPORTATION USERS NEED CURRENT BUS SCHEDULES AND CURRENT BUS ROUTES POSTED AT EACH STOP BECAUSE THIS INFORMATION IS NOT COMMONLY AVAILABLE; AND

WHEREAS, MANY OF THESE USERS OF PUBLIC BUS TRANSPORTATION ALSO NEED CURRENT BUS FARES POSTED AT EACH BUS STOP, BECAUSE BUS DRIVER’S DO NOT GIVE CHANGE AND THIS OFTEN CAUSES THE USERS TO OVERPAY; NOW, THEREFORE, BE IT

RESOLVED, BY THE SENIOR ASSEMBLY AND THE SENIOR SENATE, JOINTLY, THAT THE SENIOR LEGISLATURE OF THE STATE OF CALIFORNIA AT ITS 2010 REGULAR SESSION, A MAJORITY OF THE MEMBERS VOTING THEREFOR, HEREBY PROPOSES THAT PUBLIC BUS TRANSPORTATION OPERATORS BE REQUIRED TO POST CURRENT BUS SCHEDULES, ROUTES, AND FARES AT EACH BUS STOP, AND THAT THE INFORMATION DISTRIBUTION SHALL BE FUNDED BY A CHARGE OF FIVE CENTS ON EACH TRANSIT FARE; AND BE IT FURTHER

RESOLVED, THAT THE SENIOR LEGISLATURE OF THE STATE OF CALIFORNIA RESPECTFULLY MEMORIALIZES THE LEGISLATURE AND THE GOVERNOR OF THE STATE OF CALIFORNIA TO ENACT APPROPRIATE LEGISLATION THAT WOULD ADDRESS THE CONCERNS SET FORTH IN THIS MEASURE; AND BE IT FURTHER

RESOLVED, THAT A COPY OF THIS MEASURE BE TRANSMITTED TO THE SPEAKER OF THE ASSEMBLY, THE PRESIDENT PRO TEMPORE OF THE SENATE, AND THE GOVERNOR OF THE STATE OF CALIFORNIA.
